PURPOSE Responsible for assisting the Commissioning Manager throughout the Commissioning phase of the project.
Ensure, through active coordination with the Construction Manager that all Civil and Utilities infrastructure meets the design requirement to ensure smooth operations of the 16 plant within specified timelines and quality standards
Post-Commissioning, take on the responsibility for the overall operations of the 16 Plant.
RESPONSIBILITIES
OPERATIONS MANAGEMENT :
PRE-COMMISSIONING ACTIVITIES :
Assist the Commissioning Manager with the following:
• Actively coordinate with the Construction Manager and the construction teams to ensure that all constructions adhere to specified designs.
• Where ever possible, ensure pre-tests of equipments, instruments, etc. prior to commencement of commissioning.
• Along with the Commissioning Manager, actively interact with the consultants, contractors, sub-contractors and all the parties involved with the construction phase of 16 for any changes or alterations.
COMMISSIONING ACTIVITIES :
Assist the Commissioning Manager with the following :
• Ensure installations of equipment and instruments are as per specified and approved designs
• Ensure safety regulations are adhered to during the entire commissioning phase
• Coordinate with the Planning Engineers to ensure that all activities are as per approved plans with respect to cost and time lines.
• Conduct specified test runs to ensure that the plant would meet the specified targets with regard to volume of output and quality of output.
• Ensure involvement of the Plant Manager and the Operations team during the commissioning phase for smooth takeover of the operations activities.
• Facilitate training of the operations team on the instruments and equipments and also on the possible problem areas.
• Report any violation of health, safety and environmental laws of Kuwait during the course of commissioning of the plant.
• Create and submit a weekly status update report to the President covering the entire activities of the Construction phase of the 16 implementation.
• Ensure that technician and all other staff who will be involved in the future operations of the Plant are adequately trained on the operations and maintenance of the equipments and installations during the commissioning phase.
POST COMMISSIONING ACTIVITIES :
Take over the entire Responsibility for the Operations of 16 Plant:
• Study and approve validation reports submitted by the Commissioning team to enable them to take over the plant and commence operations.
• Ensure that necessary reports are submitted to the clients as evidence of successful commissioning of the plant..
• Report all deviations from Quality as specified by the Company’s and Client’s norms during the initial operations phase.
• Ensure that the Standard Operating Procedures (SOP) for the plant is received from the Commissioning Manager.
• Coordinate with the Commissioning Manager for ensuring that all aspects of the plant have been handed over construction are as per specifications which shall facilitate smooth operations within set timelines.
• Act in close coordination with the Commissioning Manager in Operations activity till the plant reaches its full production capacity.
• Along with the HSE Manager, lay down HSE norms and guidelines as applicable under the Kuwait Laws governing such activities.
FINANCIAL MANAGEMENT:
• Responsible for providing all financial inputs and data to complete the process of compiling the Financial Budgets, budget plans and the budgeting process for the project within specified time frames
• Ensure that controls and reporting systems, as directed by the President are executed to ensure that project and other operating expenses are within the budgeted numbers.
CUSTOMER FOCUS:
• The Position holder is expected to provide regular updates to the President on specific issues raised by stake holders of the GC16 project and also provide necessary reports on how the issues have been addressed by coordinating and interacting with the Operations team and Contractors, if any.
PEOPLE MANAGEMENT:
• Ensure that employees – direct and indirect are constantly motivated to ensure that the 16 Plant is fully operational within specified time limits.
• Ensure Performance Objectives are set and Reviews conducted at specified intervals for specified levels within the project.
ORGANIZATION MANAGEMENT :
• Prepare and maintain Organization structure not only for the immediate operations but also factor in the immediate future needs of the 16 Plant to ensure appropriate staffing, operating systems and processes at all times.
• Actively participate in inter divisional meetings and ensure that action points arising out of those meetings are executed.

REQUIREMENTS: COMPETENCE / KNOWLEDGE / SKILLS REQUIRED
Knowledge and Skills
• Expert knowledge of Instruments and Equipments with specific specialization in Oil drilling and storage.
• High conceptualization abilities
• Strong exposure to project management
Level of Educational Qualifications & Experience
• Graduation/Post Graduation in Mechanical Engineering.
• Over 15 years of experience in Oil & Gas sector.

Expertise
The incumbent needs to have a distinct idea of all aspects of Commissioning of Oil & Gas plants.
ISO: OHSAS COMPLIANCE
• Comply with the provisions of ISO 14001 & OHSAS 18001 requirements.
• Actively coordinate with respective Department Heads, Project Managers, Operation Managers and Supervisors to ensure that they are aware and comply with the norms specified under the standards at all times
PRINCIPAL ACCOUNTABILITIES AND AUTHORITY
• Accountable to Management for communicating all Occupational health & Safety related issues including hazard identification and risk control.
• Accountable for the safe evacuation of the people within the designated area.
• Authority to direct people within his designated area of responsibility to follow safety and evacuation procedures and norms.
